China's dual agent rulebook forces Doubao and Qwen to pull companion features July 15

Two interlocking frameworks — a May 8 agent policy and a July 15 anthropomorphic-services measure — collapse the consumer companion category.

ByteDance’s Doubao and Alibaba’s Qwen announced Saturday that they’ll shut down user-generated AI agent features on July 15, per TechNode. Existing agents stop functioning at the cutoff, no new ones can be created, and after October 15 the configuration and chat history data get processed under each platform’s privacy policy and won’t be recoverable. Users have a view-only window to export in the interim.

That date isn’t arbitrary. July 15 is when two interlocking Chinese frameworks come into force simultaneously, and together they make the consumer companion category untenable.

The first is the Interim Measures for the Administration of Anthropomorphic AI Interaction Services, which The Next Web (citing South China Morning Post reporting) describes as targeting bots that sustain emotional interaction with users while sparing workplace and productivity agents. The second, issued May 8 by the Cyberspace Administration of China, is the Implementation Opinions on Intelligent Agent Governance, China’s first national policy framework dedicated to AI agents. Per AI Governance, it imposes a three-tier decision-authorization structure scaling human approval to consequence, plus formal filings for high-risk sector deployments. NYU Shanghai’s RITS write-up notes the framework explicitly flags anthropomorphism-driven dependence among minors and elderly users as a named harm vector.

ByteDance and Alibaba didn’t retrofit. They pulled. Tencent had already withdrawn Yuanbao’s companion capability in June, so this is now a pattern rather than a coincidence.

The migration story is telling. ByteDance is redirecting Doubao users to Maoxiang, a separate app where custom agents remain available. Alibaba has announced no equivalent path for Qwen. Read that as two platforms making opposite bets about how durable the anthropomorphic-services carve-out will prove: one hedging inside a dedicated container, the other treating the category as a write-off.
