ChatGPT Ads opens self-serve to SMBs across EMEA and India as run rate hits $1B

OpenAI's Ads Manager is now available without an agency in 31 European markets plus India, MENA — while Comscore data shows sponsored density in hotel prompts quadrupled from March to May.

OpenAI opened beta self-serve access to ChatGPT Ads Manager across India, Europe, the Middle East, and North Africa on August 31, and used the same announcement to disclose that its ad business has crossed a $1 billion annualized run rate. That’s roughly 200 days after launch, on a free tier that now carries more than 1 billion weekly active users.

The format is live in more than 40 countries, per CNBC. OpenAI’s newsroom post says small and medium-sized businesses have become a “material share” of advertisers since Ads Manager launched in May. Dave Dugan, OpenAI’s VP of Global Ad Solutions, told Digiday the expansion opens the auction “to businesses of every size — from startups building their first campaign to global brands,” though self-serve entry is still gated to categories whose creative clears policy review.

The outcome data OpenAI chose to publish is the interesting part. An unnamed e-commerce advertiser posted 3x return on ad spend over a 28-day window. An unnamed technology partner reported that more than 80% of ad-driven ChatGPT traffic came from new customers. Neither figure is independently audited, and OpenAI hasn’t released format-level benchmarks.

Independent measurement is arriving in parallel. Comscore data released September 3 shows sponsored-ad presence in hotel-related ChatGPT prompts rising from 6% in March to 14% in April to 24% in May. Comscore also pegs ChatGPT at roughly 69% of unique visitors in the AI-assistant category as of June, though MediaPost notes the firm’s syndicated chat-ad measurement product is still being built out from custom analytics.

The pattern rhymes with the early Google AdWords auction of the early 2000s: a dominant discovery surface, thin ad density, and self-serve access before the incumbents build playbooks. Density quadrupled in two months in one vertical. The window in which entering costs less than waiting is the window that’s now measurable.
